纽约与CBP的会议，主要交流T86小包的最新要求。这是美国海关第一次正式提及可能关停小包T86清关。

在过往几年时间里，小包清关常发现违禁品，不仅限于食品、仿牌，还有武器、毒品等。而今年中的一大波批量查验，让小包专线倍感压力。为规范小包T86清关，CBP进一步强调合规要求，以下是来自美国清关行的通知。

“Dear Valued Customer,
尊敬的客户

CBP has informed us that they will being focusing on compliance for T86 and are requiring brokers to assist CBP through informed compliance.  Based on our meeting with CBP, below are areas that will be focused.

CBP将重点关注 T86 的合规性，并要求清关行协助CBP实现知情合规。根据LONGO与CBP的会谈，CBP将重点关注以下范畴，请您知悉：

1. $800/per day/ per person 每人/每天/ 800 美元

We are asking customers for their due diligence in making sure that the $800 limit is not exceeded.  Breaking up a shipment into different MAWBs arriving on the same day or to different ports to evade the limit is not allowed. 客户必须严格按照海关要求，确保每人每天一单货不超过800美金的限额。且不允许将货物拆分成不同的 MAWB 在同一天到达或运往不同的港口，以规避限额。

2. Misclassifications and Mis-manifesting. 错误分类和错误品名。

Commodity – HS Code mismatch needs to be avoided.  For example, shoes should not be classified as a t-shirt.
客人应避免商品与 HS 编码不匹配。 例如，鞋子不应归类为 T 恤。

Intentionally not manifesting certain packages is considered smuggling and must be avoided. 同时，瞒报某些包裹将被视为走私，必须避免。 

3. Incomplete commodity, HS code declaration. 
商品、HS 编码申报不完整。

CBP has noticed that many packages have more than 1 commodity.  Declaration of all commodities is highly recommended.  We have new T86 manifest file to declare all commodities

4. Misuse of T86 to clear ineligible products. 滥用 T86 清关不合格产品。

Changing HS codes to avoid filing PGA is strictly forbidden.  For example, products that require FDA needs the correct filing information. 
CBP严令禁止：为避免申报 PGA 而更改 HS 编码。例如，涉及 FDA 的产品需要正确的FDA申报信息。

5. Inadequate and vague descriptions. 描述不充分或含糊不清。

Examples of Vague Descriptions: 含糊描述的例子：

1) Daily Necessities 日常必需品

2) Accessories 配件

3) Car Parts 汽车配件

CBP has implemented procedures that now identifies in AMS and ACE submissions with vague descriptions.   Packages with descriptions may be targeted for exam. 
海关及边境保护局已经实施了一些程序，现在可以识别AMS和ACE提交的描述模糊的货物。如有以上描述不充分、含糊不清的包裹可能会成为查验对象。

6. Invalid postal address for consignee. 收货人邮寄地址无效。

Address must be complete and accurate. 地址必须要完整且准确。

7. Prohibited items, contraband, and narcotics. 违禁物品、违禁品和毒品。

Illegal drug is a major problem.  Illegal drugs and their pre-cursors must not be accepted.  You must not accept cargo from unknown, unverified sellers.  Background check into the business is highly recommended. 
非法毒品是一个重要问题。建议：不得接收非法毒品及其原材料、不得接受来历不明或未经核实的卖家的货物。强烈建议您对企业进行背景调查。

8. UFLPA Violations (Garments) 违反 UFLPA（服装）

Cotton garments from XUAR will become more scrutinized.

9. Weight to Value Ratio 重量价值比

Please ensure correct values are declared on your manifest.
请确保在舱单上申报正确的价值。

Possible Repercussions of Non-Compliance:
如果违反海关规定，可能会造成以下后果：

1. Forced change from T86 to formal entry with full documentation (B/L, Inv, P/L) with bond. 
强制从 T86 改为formal entry，并提供完整文件（提单、发票、提单）和bond

2. Suspension of T86 filing for the broker.
暂停清关行进行T86清关

3. Fines and Penalties. 
罚款和处罚”
